I use the Norelco Oneblade and it shaved me closer than that. You might need to use more pressure. You don’t have to worry about it cutting you when you press against the skin harder.
I put more pressure, I used new blades.... But the result is always the same. The oneblade is perfect for shaping or reducing the volume of the beard, in my opinion, but if you want a close shave? For me, the razor is the choice.
