From what I’ve read, the breathalyser requirement in France is a bit of a myth. They say you should have one, but it’s not an offence if you don’t. The reflective stickers on a helmet is only necessary if you purchase a helmet in France and it doesn’t have any reflective stickers on it. As for spare bulbs, again if you have a vehicle that has bulbs, then some spares might be useful, but a lot of lights these days are LED and are a sealed unit, so you can’t take a spare part for every LED light on the bike. As for travel insurance, an annual policy is probably best, but be aware that this won’t cover you for personal injury, and if you’re self-employed a separate policy might be a good option to pay for any lost earnings if you are injured and cannot work.
You are correct about the breathalyser law. It has been repealed. There is no obligation to carry a kit in France. For several years before it was repealed although it remained on the books the fine for not having one was €0. You are also correct about the reflective stickers on the helmets. With LED lights there is a ratio of working:non working that is accepted as acceptable.
A green card is confirmation of the level of insurance you have on your motorcycle and lists the countries where that insurance is valid. It is more than simply a basic insurance.
Absolutely - although not necessary for most EU countries (including Bosnia). I do find it baffling that my insurance didn’t cover there as the .gov states all Uk insurance should offer minimum third party that far down. I’m going to call / read the policy and check this.

If you visit Spain having UK displayed on your numberplate is not enough, you have to have a full sized sticker by law.
