The cargo is for, well, cargo. I don't know if it applies to charter cargo (IE staging at a hub) but with Industries cargo you get charged for that cargo to be stored at the airport unless you put it in an FBO. For example I was charged 1,152c to store 800lbs of cargo at O80 last night.

I'm a bit confused during your intro... FBOs are not required for regular routes, and AI can certainly fly them if you are on a server that allows AI.
