In ice fishing many people prefer to wear gloves and mittens, which can be opened from the finger tips. They need this additional feature so that they don't have to take off the gloves or mittens to handle the fishing line or gear.
Those are handy in any situation where you need the feel and precision of your fingers and still need the protection.
That type of gloves you showed and mentioned fishing might be used for ice fishing.
But more likely more people use that type for alpine skiing or boarding. Pilkkiminen, ice fishing, is very popular in some places but not everywhere in the country and most people aren't so attracted to it.
If you're doing Nordic skiing also called cross-country skiing, then that type is not so suitable. Those are too warm and clumsy for active fast skiing. But it can be good choice, if you're going slowly and don't generate enough heat by your activity. So basically just staying outside or "walking on skis" in a freezing weather, such gloves can keep your hands warm.
