Oh yeah, this is unironically the actual real life english dub. From my understanding is the show took itself a lot more seriously in Japan, but apparently didn't test very well in the United States despite contracts already being signed, so the producers pretty much just let the translators and voice actors go nuts with it producing easily some of the funniest shit to come out of the 2000s and a cult classic of anime.
