Winston saved him. Shot him in his Kevlar instead of his head so he could escape
If he want to kill john, he would've just shoot john on the head..but John falling and brought away by the bowery kings subordinate is clearly Winston's plan..after all, he did mention, "we are New York city". He and the bowery king is clearly a team.
Spoiler Alert:
They both wanted revenge against the table as in Winstons case Marquis destroyed the Continental and killed Charon.....
