You ABSOLUTELY can use laplace transform WITHOUT initial conditions you'll just get the general solution for your differential equation. To do that you'll just have to factor the y'(0), y"(0), ... as constants. In my previous semester I had a control systems course, and laplace transforms was the only way to solve any system in a reasonable amount of time
