I have the same thoughts when I watch the cinematic marvel that is Caligula.

Played this game a few months ago. Got real annoyed how we barely got any story on Gaius and also thought these moon bloods were a bit fishy.

Just caught this video. It's got a lot of good information, but I think on what you said... the game actually does to an extent. Elder Grey Eyes talks at length about the Cyntak, probably more than he should... specifically he talks about how the Cyntak used their technology and power to rule Falana for a very long time. Falana is the Kingdom it is now because the Cyntak were defeated after a long struggle, and had their power taken away and banished.
To me General Gaius is basically doing what any good General would do in a Kingdom... follow the edicts of his King. We never see the rulers of Falana, but Generals don't usually go rogue and have this much power without civil war erupting. I think the story is about a King/General who is bitter over an enemy still being allowed to survive, and is using their own technology to wipe them out. The plot could easily be about how that much power corrupts those that wield it, regardless of the intentions, and only Dust was able to because he was literally created pure enough to follow through.
