What makes the phrase funnier in this context is the fact, that it implies that no functionality or role was assigned to the device, that was already built! Lol It's on itself is an oxymoron...if he said - i don't know yet it would be different story, but "haven't decided yet" make it sound way funnier...

I've just rewatched this vid, and it's one of the most hilarious vids on the internet, period.
