How do you make the 4th row? I don’t understand. I’m new to crocheting

Beautiful blanket but can I ask why you make 3 chains from the 3rd row onwards but only two chains in row 1? I would like to understand the logic behind this before starting the blanket.
I've found working the CH 2 for row one keeps the stitches in row 2 more stable or less flowy? There's less open space. It's a small change, but it doesn't change much going forward with the pattern. Hope this helps! 😃💗
