Keep the spark plug out and try to spin the blade to see if you can turn it. If not then the engine is probably seized. You could also try to spray some penetrating lube in the spark plug hole and let it sit for a day or two. Let me know how you make out. Cheers

What do you do if even after removing the spark plug the cord is still stuck?

My pull cord was stuck due to it being tangled in the pully on top. Had to replace the pully.

Why do you keep lifting the mower?
I was trying to allow the primer fuel to drip more on the intake side than out the air filter side
