The script always seems to portray Data's reaction as strange, although in reality it always seems like the other characters' behaviour is what's actually strange. In this scene, she just randomly kisses him, completely unprovoked and after a conversation about relocating colonists.
In this context, we should assume, that her intention was to express support. It isn't strange. Awkward maybe, but I can imagine such situation realy happening. Just consider that she is passionate about cybernetics without hope to build advanced robot within her lifetime on this planet and suddenly her dream-come-true is standing in front of her. He is both fascinating and charming for her. And he is bearing a news that the whole colony is in mortal danger and he needs her help to save them. She may prefer logic, but she is still a human. With all that feelings inside her head at the same time, I can very well understand her reaction.

He's completely fearless, he would face down the worst threat with the same indifference as he would any everyday task. but since he cant feel emotion, women would try and make him feel but he wouldn't understand the concept. so lovely, and the actor is able to make you empathize sooo much with him. Picard is the one who ordered Data to the surface. So Picard is the one who would be held to account if people died because he'd sent a "machine" which proved incapable of successfully completing the mission. So not really sure why Riker was being such a dick, things would work out well enough in the long run for him either way, and it's not like dealing with the Sheliak or one engineering project would take up all of his time, he could've conversed with Data in a far more friendly and helpful way. But then again, Riker was always a bad leader, and bad leaders have bad leadership skills.

Well at the end of the episode "Data's Day" Data says he wants to marry someday. It might seem mean but I like to think that when he got the emotion chip he lost it when remembered everyone who has died in his life.
Riker's was way out of character here. He should have beamed down there and helped Data deal with the colonists who were clearly unimpressed with an Android telling them what to do.

The fact that Data is an android was not a prime problem here. The problem here was the colonist's refusal to believe in an unpleasant fact. This is a very common behavior among humans. Riker's presence on the planet wouldn't change anything.
well, he's the embodiment of a good person - well-meaning, protective, intelligent, wanting to learn, curious, gentle and careful, endlessly fascinated by humanity and looking for connection, and also able to throw a giant boulder at anyone who isn't a good person. His looks don't exactly make him a model, but they're not ugly by any means. What's not to like? :p
