Saying that he has no feelings of any kind whatsoever isn't entirely true. It's just what Data thinks is true. He lacks the vast range of emotions that humanoids feel but, isn't a statue. Being a sentient being by itself comes with certain feelings. Honor, duty, respect. Even a sense of love and friendship. I think they covered this in other episodes too. I seem to recall him talking to someone about his neural pathways becoming "accustomed" to certain people. The writing on this show was simply brilliant. It's a shame we can't get something like this now.

But then Data himself doesn't. His reply, stated so blankly "I have no feelings of any kind' with that music was such a tragic moment. When again, in spite of trying to be human, Data fail to grasp what would have been a truly happy moment in his life. When he leaves and sits in shuttle; hesitating just a second, just a moment, as if his brain is wondering if he missed anything. Then he concludes he didn't and leaves. This is why this show is so great!
One of the recurring things with Data's character is how he never gives himself enough credit. He's absolutely developed some form of emotion. Even if it's very stunted, and he can't express them the way humans can, it's clear something is there. The rest of the crew can see it, but Data almost seems to be in denial about that. For a serialized show, where every episode has to be one where a random viewer could hop right in and not be totally lost on what's happening, TNG had some of the best character arcs of all time. Worf being another character who was able to develop leaps and bounds over the run of the series.

I adore it! I adore it! Perfect scenario, rather than telling him "kiss me," as others have, he decides to do it on his own. I personally cannot discern whether it would be ethical to request a kiss from Data. What could a fangirl like myself, or possibly yourself if you're reading this, possibly offer Data that any other human could not? One should not take more than one can offer in return. Food for thought.

Even without human-like feelings, his decision to kiss her is very meaningful and says much more than just abiding by someone else's verbal command (like when Jenna D'Sora abruptly asked him to kiss her in "In Theory"). A person who'd like to be part of Data's friends or even become his mate would accept and appreciate him for who he is and never ask for something he genuinely can't provide. Just like any real life relationship.

Sometimes I think that Data is afraid of becoming human despite the fact that he desires it because at times he appears to deny the existence of himself clearly having an emotional response to something, at least that's how I see it. Now...the explanation from 1:23-1:40 seems to disappoint any given female character on that show. But oddly enough it doesn't disappoint me. I instead find that kind of sophisticated response very fascinating. As proper A.I. should be, he's an insanely complex program with infinite potential, and therefore would be an infinitely fascinating companion.
I always thought it was a bunch of bull that Data didn't have feelings before that emotion chip. Maybe not as we experience them, but if he was truly without any shades of...well, anything, then Yar would never have affected him as deeply as she did. Nor would the episode with Yar's sister played out as it had. Ard'rian left enough of an impression that Data at some point understood the "appeared to need it" bit. Again, otherwise it would not have clicked. "In theory"? She left no impression on him. It didn't matter at all to him when she left him. The absence of someone to whom Data has a profound impression with makes him miss them, for sure-like Geordi, or his daughter. I always called them 'android emotions' and yes, I probably overthought things over the years, but it made sense to me, at least. Data's sense of self and his programming also evolved a great deal over the years, so I think this part of him became more intricate and profound as time went on. Had Yar not been killed, and had she formed a relationship with Data, I think they both would have been relatively happy...him as much as an 'emotionless' android could have been before the emotion chip.
I completely agree. He is confused by things and he is proud of things. He does those little half grins and furrows his eyebrows. One could argue he was just acting like a human but I think differently. He did keep a picture of Tasha and other special things so he can't be completely emotionless.
There is an episode where data explains how he “misses” someone. For him it has to do with circuit pathways. He anticipate those pathways and when they aren’t there they are “missed”. This doesn’t exclude your points but I thought I’d share it anyways.
The Lt Yar and Data relationship went far deeper than just missing her. When the crew experienced intoxication due to the collapseing sun everyone was infected including Data. Polywater molecules formed in the blood stream and caused intoxication like symptoms. Lt Yar and Data became very intimate. Data showed up on the bridge with a big smile on his face. Plus he fell when trying to lean up against nothing. After Lt Yar's death Dara kept a holographic picture of her as a momento.
I think that Data did have emotions all along but couldn't feel or express them as intensely as his brother, Lore, until he got his emotion chip. Nor could he recognize them for what they were because he himself believed that he didn't have emotions.

Would kissing Data (in the context of the story) be like kissing a mannequin? Room temperature and semi-soft cushion over a harder substructure (No, i've never kissed a mannequin, I'm just speculating.)

Asides from the writing, Brent Spiner's incredible talent also brought Data to life and made him popular. That and his good looks.
