I've had the very best luck with top raiders fishing the roughest, windiest side of the lake on the windiest days. Something about the top water diving into the waves on the way back to the boat seems to trigger fish.
When I was younger I went to Wisconsin and was watching a family of ducks swim around, all the sudden one quietly got sucked under. The mom duck was frantically calling for the baby.
Topwater is probably my all time favorite way to catch a fish. Nothing beats a fish blowing up on the surface to eat that lure.

Just got my first topwater musky on an old top raider with bbs in it . Crushed it on a figure eight fishing from the shore .

Great question with no clear cut answer. All I can tell you is- I’ve caught quite a few topwater muskies in September. And a handful in October.
