This really wouldn't be hard at all. It's easy to do a 2 swap of any two pieces, so it's just memorizing the current state and doing it one at a time

Amazing - and compared with this, 15 puzzle blind is really nothing. OK, it is an easy puzzle to show an often used blind method: the interchange with buffer and helper.
I described it once, here it is for those who want to see, why 15 puzzle blind is too easy for this no-peeking-series (and that we don't need a man for this who just has announced to try 13bld again).
I start with the hole in position 12, my buffer is 16, target 11 and helper 15, that means:
I interchange first counterclockwise 16->11->15 and the next time clockwise 11->16->15.
Except for 13 and 14 it is easy to bring a piece to position 11 (example see below).
13 and 14: I first move the buffer (16) to 12 and the hole to 11 ??? Easier to understand is this:
Starting normally with buffer in 16 and the hole in 12:
14: U R2 D L or R3 D L2 (which is easier to move)
13: U R3 D L2 U R2 D L2
and then 12->15->16 or 15->12->16
A normal example:
in the buffer we have the 6, and at position 6 is 1:
R2 D L2 U R2 D L2 U [now pos 6 is in pos 11]
U R D L [interchange = buffer to pos 11]
D R2 U L2 D R2 U L2 [bring it back to 6]
(R3 D2 L3 U2) * 4 [pos 1 to pos 11]
R U L D [interchange helper to pos 11]
(D2 R3 U2 L3) * 4 [bring it back to 1]
I would call that a typical slowcuber-method: not movecount-optimal but a simple concept to get it done at all.
Still slowcubing: Reducing the move-count
For example you have to solve 9 and then 10: the 10 would be in pos 11 when the 9 is halfway home (it is not necessary to bring the 9 completely back and then setup the 10).
Or 5 and then 1: the 5 you would move to the target-place by using just the two middle lines, but if you move all upper 3 lines the 1 is right behind the 5.
