He didn't represent Saville. He was head of the Crown Prosecution Service. He didn't micromanage any prosecutions.
All things we now know about Saville came out after Saville's death.
You don't mention what article you are reading from. Its easy to angle things to look a certain way. You need to expand your knowledge by reading alternative sources. Try serious newspapers, like The Guardian.
