I just got back into wow and rolled a 90 with the new expansion. I'm trying to farm mounts as u did, but im not sure where to start. I play for the horde faction.
Well, quite a few mounts require both gold and reputation. All faction mounts require an exalted reputation and a bit of gold. then there's quite a few achievement mounts for things of "Glory of the ______" which alot are easily solo'ed these days. If you want the argent tournament mounts, I'd suggest doing a paladin atleast, and do a few characters up there. with just one character, you're looking at.... half a year I think of dailies out there to obtain them all. (and this isn't including the toys and pets) These area's would be your best places to start collecting. After that, it's profession mounts. then it's drop mounts (which are all a 1% chance not I think, except maybe 11 mobs now. oh and I forgot you'll probably have some guild mounts to purchase. then if you're really getting into it, there's the blizzard store mounts ($25 each) and TCG mounts (prices going up constantly since they stoped making them.
The Argent Tournament Grounds in Icecrown, straight north of Dalaran. And dailies there you'll need to do. and as you get more reputation more will open up.
The Argent Champion isn't the right achievement. You need "Exalted Argent Champion of the Alliance/Horde" in order to buy this mount. (Please note that you need to be a paladin as well to buy this mount, doing everything on an alt is not transferred to a paladin.)

I have the argent champion achievement and I still can't buy anything from dame evniki is there something i am missing?
