In a hurricane? From a tower that is probably moving a little? Hitting a moving target? You have obviously never done any precision shooting.
Dave & McCall served together and partners. However, McCall's rage is justified when their common friend was ruthlessly killed for gains not worth years of their relationship. ( And Dave had a beautiful family. He should have exercised his judgement before killing Susan).

Most silly and stupid scene ever. You simply cant beat 1 sniper taking high ground.
That's why it's called a "movie" maybe you should remake the scene and put the budget it took to make this scene up too and let's see how that goes
