It was just a street scuffle with the guards and the mine guards vying for territory but then when the archer "accidentally" let an arrow loose at the Orc, it turned into an all out race war, with the female Orc coming to back him up. The hobo was just high on skooma or something idk.

All it would do though is trigger a bunch of shit simultaneously, so him and his midget instantly take off because the guards are instantly trying to kill them. And of course it all spirals out of control from there.

So basically you punched a guy, the guy and his guard chase you through the town, the guards assume your the victim and attack and kill them, an Orc with a bow shows up and fired upon the guard, the guards attack the Orc who then run away they chase him down and kill him a female decides to help her male Orc friend (for you know "favours"), is then killed by the guards, the guards are then attack by a hobo with a daedric war axe, in the meantime the guards turn on each other for some reason (likely they nicked each other) making the battle a free for all, the hobo is killed and one guard remains, who then acts like a symbol of authority to the Hero of Kvatch investigates the bodies of his fallen comrades making obvious conclusions of "The body's still warm". Another day in Cyrodil
I'll try to explain to the best of my knowledge what's going on here: GUARD AI IS FUCKED!!! That is all you need to know, although those dark elves' higher than normal base aggression setting (50 vs the normal 5) likely played a role in the guard deciding to attack them. The other non guard NPCs probably got involved because of their various responsibilty and disposition differences, confusing the guards in the process.
RADIANT DEPOSITIONS is why I truly admire some rare characters liking you more and more based on every little thing that makes you unique to them, SPOILER? : quite frankly having maxed Speech and Alchemy early in the game makes everyone likes you good or evil, its even certain to effect the distance at which enemies ignore you or completely ignore you, mind you this is only due to themselves inspiring also to be highly charismatic or alchemist masters who are mainly Daedra!
LMFAO look closely at the Archer Guards at 2:37 both of them were trembling and then the one on the right decided on the last second to fire it on the other guard instead the hobo with the deadric axe. Just amazing..
I think that was because the other guard hit the one fighting the beggar so the guy immediately turned around and shot him because he seemingly turned on a friendly

i feel like the signal of the guard aggression algorithm finally giving up was when that guard near the end inexplicably dropped his sword and started doing some kind of slow hokuto shinken moves on the other guard
I believe that the bounty system at one point gave the bounty for killing one of the mine-warriors to one of the guards who dealth the lethal blow, which led to the whole city aggroing on him, but at the same time the other guards are meant to protect each other, so an attack of a civilian ( orcs, for example) puts on bounty on them too.
Although this isn't exactly related, this is the kind of thing I'd love to see in an RPG from Bethesda, an active city that actually has things going on, crimes being committed, guards chasing and putting down criminals, something that makes the city a lot more lifelike.
I had the same problem with those Bleak Mine Guards showing up at my home and at the castle after being arrested... then the guards would attack them and I'd be left with many, many bodies right outside the castle door and people walking around as if this were normal. Ahhh, Oblivion. A gem.

The AI was really something new. First time i played this i felt like i'm in a semi-real world because of how all AI has their purpose in their life. It's also very fun to play as Illusionist with Frenzy magic, forcing peaceful NPCs to go insane.
@@PrincessCeline To be fair, the general insanity of Oblivion effects the Hero of Kvatch just as much (if not more) as it does the NPCs. I recall my own hero stealing a bunch of skooma from an orc gang, then running to Dzonot Cave to hide from law enforcement, cloning himself, while in the cave, and slaying his clone to steal their skooma. Dozens of times. He did this until he had collected thousands of bottles of skooma from the piles of his own corpse and then promptly traveled to the Shivering Isles where he dropped the several thousand bottles of skooma in front of Caldana Monrius as an offering, since he'd apparently decided to worship her as a god. It's no wonder THIS was the Elder Scrolls game where you became the Daedric Prince of Madness.
Mehrunes Dagon's true form wasn't him manifesting physically. It was him giving a homeless man a free daedric axe and slapping a guard in the face in the middle of a densely populated region of Cyrodil

Take the Arcane University, for example. If you decide to cast a frenzy spell on any of the mages, they will attack each other. Pretty soon all of the mages will either be slaughtering each other or running, and then the imperial battlemages get involved, and that's when things get REALLY hairy. Because as soon as the Battlemage kills anyone, all the other mages will gang up on them and kill them, even after the frenzy spell has worn off. And the mages and battlemages to continue to war and slay each other across the University grounds every time they respawn for the rest of all time. .
Reminds me of the time I frenzied a mage scholar, who then attacked me. Some townie who I don't remember the name of attacked him in return. The scholar died. The Mages Guild turned on the townie. The townie died. Only thing missing was the guards storming in and wiping out the entire guild.
I love the guard AI in this game. I was going to the Blade's Castle with Martin and Jauffre and next to Bruma, I've seen two guards attacking a bandit, nothing incredible I believed before they killed the bandit and then managed to shoot arrows to each other until one of them die. The last guard then runned after an invisible ennemy like a berserker in need of more blood.

This is honestly so good. Emergent gameplay, unpredictable, like the game playing a LARP itself, and yet it is something that we can't take for granted even in modern games.
I love how this is actually an example of REALLY good AI, just going a bit haywire. Like the guards didn't witness you punching the dude, so when they see you running from two guys they assume you're the victim and start attacking the guys. The orc shooting at the guards might have been a friend of one of the guys so he attacks the guards, and so the cycle continues. I don't know why at some point the guards start attacking eachother but honestly can you blame them?
Reminds me of this one time where I was playing Skyrim and got out of that Silverblood Mine in that big stone city built on top of a Dwemer City or something. And then there's a bunch of escapees and guards killing them for this quest and it's actually part of it. Friends always made it out to be this huge deal. I always said "This is like Morndas in Oblivion at best."
