I worked as a PCA at a federal level six special education program and parents sent these in all the time. Because otherwise their child wouldn't eat. I always thought they will eventually eat something if they get hungry enough...most of the food in the us public school system. All the apples were pre-cut and in plastic packaging. The same goes for every "fresh" vegetable or fruit served except for bananas. But I'm sure they were sent over in a big plastic bag as well.
