While keeping in mind what you broke down, how do we make ourselves attractive to the CS trying to deal with all this churn in the government? Like you said, the gov is slow. I did learn about submitting mods after a contractor sees the solicitation and either walks through it before engaging or hits some transactional issues while the actual contract is being executed.
