There is absolutely nothing in that report that suggests that Mr. Jordan was aware that this abuse was taking place, much less that he covered it up.

What it prevents is Electoral College electors in that state from voting for two people from their state. Of course, in the case of Florida, no one is going to risk losing those electoral votes.
