He is now certified by the National Board of Ophthalmology, which he and around 200 other ophthalmologists founded in protest to a new rule requiring that all ophthalmologists certified after 1993 had to renew every 10 years. The NBO's reasoning for the protest was that the ABO exempted older Doctors from the requirement to recertify. The NBO's position was and still is that ALL ophthalmologists should have to recertify. If anything, that makes at least that requirement stricter than the ABO, which only requires that younger Doctors recertify.
And besides all that, in the state of Kentucky, he's not required to be certified anyways. So, he absolutely CAN practice in Kentucky!

As much as the world loves to claim that they hate the US, world leaders always coming to us for the answer to a problem or an unruly country that needs taken care of, then they criticize everything our country does about it while slowly copying our methods or answers to a problem. Every time a country tries to "move faster" than the US currently is, it goes badly one way or another -- mass "refugees" being let into the EU, Australia going full Totalitarian, etc.
