So here's a couple ideas I have. Lily became Imu. 800 years ago at the formation of the WG, one amongst them was chosen to receive immortality to ensure the world had proper guidance. As the rulers foresaw that eventually their future generations, given that they will enjoy completely uncontested rule and ultimate luxury, they will eventually become weak and ineffective, as they clearly have. So they chose the strongest, smartest, and most tactically gifted of them, with that being Lily. And the reason her sword was never placed before the throne, besides it's her, is that for her the war never ended, only shifted to a new one. And the story of her "returning to Alabasta" has been a cover up the whole time.
The 9 holy knights: The majority of celestial dragons that are born are pompous blowhard that could never fight for sht. But the original kings had to be at least some what decent fighters, they fought the ancient kingdom ffs. And every once in a while, those old fighter genes peak through, and a celestial dragons is born that is actually a competent fighter. They could also have the added bonus of sharing physical characteristics with the original kings, so that through them, Oda could also show us what some of those OG WG kings looked like. Also, these mf'ers are gonna be CRAZY RACIST. Bruh you think regular celestial dragons are bad, these are celestial dragons that actually have strength to back it up, expect to see some absolutely WILD villain monologues from these peeps. And the gorosei are all probably former holy knights.

@@JohnSmith-yn9ju Yeah I've already accounted for that, and even if Imu isn't Lily herself and is someone else, the same premise still applies. That one was chosen to lead the world from the shadows and ensure the WG wouldn't fall into mismanagement.

It might be the throne room thats why sabo said he saw someone sitting on the "empty" throne. Sabo might have seen imu together with gorosei in the room. It all make sense because sabo heard the guards talk about the room.

I don’t think Imu is Lili. Lili sent the letter, Imu is interested about the letter, likely because they don’t know it’s contents. If Imu sent the letter it is odd that they chose to appear directly after Cobra mentioning the letter.
Ever read romance dawn- One Piece manga? Why shanks coat's design was changed in the romance dawn manga. The design pattern just seems like the pattern when dragon revealed about holy knights in chapter 1083(Patter above all the black figures). Just think about it...shanks is actually a holy knight. It all makes sense now...meeting gorosei, stopping both Navy and pirates in war arc, shanks was appointed to be a yonko by elders.....
