Gateway Arch does not lack a diversity of attractions. There is a large museum, theater, gift shop, and restaurant below the arch; an historically significant courthouse; riverboat rides; and even a few trails. The arch itself is the tallest in the world and the tallest man-made monument in the Western Hemisphere. It doesn't fit the traditional definition of a National Park, but an exception should be made because without the westward expansion of the United States, we would not have acquired the land which is now Yellowstone, Yosemite, the Grand Canyon, Denali, Haleakalā, etc.
It fits the definition of a National Memorial, which it was until they renamed it. It is significant, especially, as you said, commemorates the westward expansion, a key point in US history. However, it should be kept as a National Memorial or a National Monument, in the same way the Statue of Liberty and Washington Monument are.

Very informational. I've always wondered about this one. I'm honestly a little disappointed that we need to include Gateway Arch in our National Parks videos. Haha. It's going to be like 60 seconds long because the park is so small.

💯Gateway Arch elevating it to "National Park" status undermines and waters down the meaning of being a National Park. It was only elevated due to political and/or economic reasons, and setup a very bad precedent.
I agree. And if you are going to choose a national Lakeshore to be a park, I'd choose sleeping bear, pictured rocks, and apostle Island as better examples anyway. It is just purely political.
