The silver on the needle is a factory coating that prevents the needle from sticking in the seat. Cool late model tractors. I love restoring these older mowers as they were engineered so much better than the junk they sell for way too much these days.
Friend with the condition of your mower deck you might want to consider finding a turning plow that 10 hp kohler is plenty enough, and the wheel horse is an excellent tractor.

I would invest in some 6013 rod. Stainless rod does not bind well to that type on steel. They are cheap and you will be much happier.
