Yes, absolutely very easy and safe to walk into Revolución Tijuana once over the border and quick to enter. Although coming back can be challenging due long lines to enter US. I am awaiting my Sentri pass for easy quicker entry.

Pedwest coming back might save you some hassle. They have a Urvan system that's pretty fast for 15 pesos if you get down the van color code and names of the places you can move fast. They also have small busses owned my the city that are similar I think that spot has a small city one going toward the main Cathedral and a large city one across from you by the entrance side that passes through the tourist Revolution Blvd ending at a city bus terminal. I liked the Urvan system even only getting down some of it, they have hub transfer spots. Have fun down there.
