Had she said that it happened recently and that they ordered a new light but it wasn't in yet, he'd have probably given her a "fix it" ticket that goes away if you provide proof that you fixed it within three days.

I think there should be a class (might already be one) that everyone should have to take that informs them of the laws and what happens during LEO interactions. Like the difference between being detained and arrested. You could just add it into drivers Ed curriculum and mitigate instances like this happening.
