I used to have a bp of 160/90 due to sedentary lifestyle. Since then I started running daily and upping my protein intake (since I am vegetarian). Now my BP is in excellent control at 107/64.

With proper diet you can keep your cholesterol levels within normal range. Maybe you can try DIP diet.
Also do pranayam.
You can also do some exercise with hands, it will increase your heart rate and will give same effect like jogging.

For better blood circulation in the body, I recommend to do heavy physical activities. It may be weight lifting in the gym because when you only run and walk you only able pump your main veins not your tiny blood vessels or nerves. When you lift heavy weight, you are able to open your tiny nerves too which improves circulation to each cell of the body. It is also more effective than running when you are doing exercise to cure high blood pressure.
If you walk or run, then do in proper way to get benefits like breathe only from nose. Proper jogging can increase the stamina of lungs to pump in more oxygen which is good for heart.
Diet also matters. Like take less fatty, oily, junk foods...
