Very little of what noble 6 did was by the books, he was a ONI hit man, in and out missions, most of what he had done was very dark illegal and all covered up by oni hence why KAT says his files are all covered in black ink, that black ink was to cover ONI’s ass, another reason why dr. Halsey is a wanted criminal by the unsc, but they use her to try to preserve humanity

Barely any did. Most of the population of Reach died with it as when the siege happened the Covenant shot down the evacuation shuttles. Only when openings were cleared could people manage to escape and only the ones that weren't slaughtered on the way.
When the Covenant came, they came hard and made a mess all over the face of Reach.
