However to say that the whole structure of the police should be radically shifted never seems to take into account the fact that it would cost a lot and runs the risk of removing the police presence on the streets where cops are needed the most. Most places can't afford to restructure the whole of the police force, and the ones that can would more than likely push too far and reduce the overall effectiveness of the police, places such as pick a Californian city, by placing such tight restrictions on what the police can and cannot do whilst on patrol. Which would potentially remove a lot of good cops who genuinely care about protecting and serving their communities.
