When it comes to this in Japanese there is a very specific meaning and that is Mihawk the strongest of the swordmen category, however if you were to put in thw word skilled and replace the title strongest the Kanji in the Japanese title will no longer be the same. It's also should be noted that Zoro progression path in becoming stronger has never once indicated in the story that he needs to be more skilled in combat, it's just more power wise. His recent fight with King is just more power being conqueror Haki, so Oda suddenly adding something like skill when we have never seen it being referred to specifically all this while is confusing. I heard somewhere in the Vivre Cards it lists Zoro also lacking Conquerer’s Haki but we saw him use it against King. I don’t know if the extra material outside of the story really gives us all the information.

Prediction: I think Shanks will die by the hands of someone like Blackbeard or one of the Gorosei. I think with Shanks’s desire for the One Piece being on full display. His end is near. And by near I mean at least 3 years until then. I also believe the final battle for the One Piece will be between Blackbeard and Luffy. Although I wouldn’t mind being wrong and it’s going to be Luffy vs. Shanks or the World Government.

For your example, Mihawk can use his two hands for his skill, and Shanks can only use 1. Therefore, Mihawk is more skilled. Well, that's weird. Other swordsmen can also use two hands on their swords. Heck, Zoro uses 3 swords with 1 in his mouth. I would argue he is more skilled than Mihawk.
