It is mandatory …. Just the way you can’t omit white vinegar in redvelvet cake and brandy in fruit cake…baileys is the only mild alcohol contained in the recipe

If you don’t have access to the all purpose flour that you use, should you still use AP flour, cake flour, or half and half?
All purpose flour is the regular flour sold everywhere…. Same used in cake , pastries, bread and so on….. so you will definitely get that around you.
