Also, muffler deletes under 95 dB is still in violation of VC 27150, which states, "Every motor vehicle subject to registration shall at all times be equipped with an adequate muffler in constant operation and properly maintained to prevent any excessive or unusual noise, and no muffler or exhaust system shall be equipped with a cutout, bypass, or similar device." Just to be clearer, even if your exhaust is not over 95db, you will still have to go to a state ref. You could beat the ticket in court, but you will still have to see a state ref, which is the worst thing ever.
REAL TAWK What people don’t realize this is NOT an exhaust law it’s a Modification law that highlighted exhaust as that’s is what gets the attention of police. All he has to do is suspect it’s been modified and he can send you to the State Referee. They go though your car very very throughly anything moded outside Mfg. specs. Is cited it could be a chip mod, FBO mod, piggyback tune, and part replaced that is not the same as orig. mfg. part is considered a mod you get the idea then that first ticket is $1000 the court will asses a State Referee fee and court cost this ticket can be close to $2k then the repairs to bring it back to factory specs. What cops look for is sound loud exhaust, turbo noise, part stickers, racing stickers, hood locks pretty much anything that indicates the car was modded a cop can send you to the State Ref. I think you should just have to get a permit for your loud exhaust. To get the permit you simply attend a class, say....a week long class. You will be in a class 24/7 basically enduring what you will be putting me through once you have your permit. A friend of mine is a CHP and he told me that as long that you're driving responsible they wont pull u over just for it. Unless they have the checkpoint then you're toast.

While not ideal people need to get the idea that street racing will not be tolerated with the increased risk of being caught. How does it go for not having a muffler?. I have a camaro ss and it was pretty loud at one point but after i switched from straight pipe to X pipe it got a lot quieter but i still dont have a muffler or resonator.
You definitely will be fined if a cop pulls you over. It's required to have a muffler/ resonators. Basically anything changed to emit more noise can be fined.
