For example: 我比妹妹高, 但是哥哥比我更高 = I am taller than my sister, but my brother is even taller than me.

AS FAR AS I CAN TELL, in the first one you are telling that the person "a" and the person "b" have no the same "level of intelligence". So you know that they aren-t the same, but you don't know who is cleverer. In the second one you are sating that "a" is no as clever as "b", meaning that "b" is the cleverer

Can you use 像 instead of 和/跟 in the "...一样...“ pattern? Does it contain the same meaning?
No, because 像 is short for 好像 (to be like, to look like).
