They're very expensive and require a large ensemble.

1) Mostly Religious (church) Association
2) Requires a large of ensemble of skilled musicians who can read music and have strong rhythm
3) Bells are INSANELY expensive. The bells at my college cost nothing less $150,000. (We have 6.5 octaves bells and chimes)
I'm super lucky to be in college with 3 bell choirs! (13 people). And I love playing in one so much. Even though I abhor religious music, bells somehow makes it so interesting.

i think because they are only often seen in Christmas :) so throughout the years they don't get to be used much.

When they all come together in unison (except for the proper exceptions) for the "tidings of comfort and joy" part, that is just greatness. It's also neat to watch so many be individually responsible for particular (one or two) notes at a time in a whole melody segment, and thus watch the bells move down the line.
