Watching this video I realized something, when you mentioned that the secret boss of Ch 3 could be the host of a children's show I realized that the strange letter is written kinda in the way the host of a children's show would talk, friendly, constantly asking questions to the viewer and even the surprise when the reader answered out loud could be a reference to how those shows children are expected to do that, also, the fact that the letter fades away when somebody finish reading could point tot one of the darkners in the next chapter being a letter
To add onto the Red Solo Cup sprite you talked about, it reminded me of the concept art toby posted to his twitter in may of susie scooping punch out of a punch bowl with presumably a red solo cup
My gut reaction to seeing the cup guy was as a quill placed inside an inkwell. It actually took someone else pointing out the solo cup connection for me to see it. And i do think those visual parallels were intentional, and it may strengthen your chapter 4 idea even more. The base object is the cup used to scoop out the juice(though i am still confused on why the church wouldn't use a fancier method of getting the juice?) but it has been reinterpreted to fit the theme of the world. Like how the jack became a coathanger, or the top became a chef in Chapter one. Those roles don't necessarily match what the objects literally are, but they fit in with the theme. A red solo cup wouldn't fit into a fantasy world at all, but a quill with an inkwell would.
You forgot about Ice-E's, which also is shown to have red cups, since Nice Cream Guy is holding one. Still more likely it's the church due to the feather, but Ice-E's is a close second.
My go-to thought for the Spooky Letter™ is the Egg Man. It's goofy and kinda off like everything with the Egg Man. Plus, the letter of outside the game in the right amount of not too important but not too unimportant. Now the idea of whether the Egg Man is Gaster or a piece of him or whatever who even knows. (But i do agree with your take at the end of this not being able to be given a definitive answer yet)
I feel like that this in my opinion is what all of Dark World locations will be in (aside from 3 & 4). Chapter 4 could ALSO be in the Diner or Ice-Es, I don't know why people ignore those two as options but they seem like close contenders for the chapter 4 dark world in my opinion. Either Ice-Es or the diner would be unique places to set a dark world that have an interesting theme you could follow, that being food. Also I know people get tired of the "Toby would totally do that" thing, but honestly, putting the cup in the newsletter to make you think it's the church when it's actually the diner is totally a Toby move.

So the main point to me is that wearing a hat with a feather in it is a pretty common fantasy character design trope think robin hood, red mage from final fantasy. So I think the reason the feather is there is because the dark world is going to be fantasy themed and is trying to make the cup fit in with dark world. This is just one interpretation on why the feather is there, it could be wrong and the feather is there for some other reason.
Using feathers in hats is a pretty old-fashioned thing. Many old fantasy settings have this as a prominent design I remember some D&D illustrations with prominent feathered hats, Neverwinter (a D&D based game franchise) also had them as an equip-able item. The blue and red mage in some FF games have a feathered hat too. It is also a common accessory for high fantasy wizards since they usually double as scholars who write and read on the go all the time (and use a feather for doing so). irl feathered hats where more popular in pretty old times too. So still likely medieval if not high fantasy (but i highly doubt Toby would pass up the chance to do high fantasy)

VCR gang rise up! Im unfortunate to be old enough to own many VHS movies. Even had one of those small dedicated VHS rewinders. A small device only big enough to fit one VHS in it to rewind the movie. In case you need to rewind multiple movies lol. Things were slow back then

My thought on the red cup darkner is that it is some kind of unfinished arts and crafts project, specifically a turkey craft using a solo cup, feathers, and googly eyes. You can find similar craft projects online. I was already predicting this due to the mention of Rudy's angel doll having been made by Dess and Noelle in the church's youth group, and that this youth group class would be the specific location of the fountain inside the church. So my speculation is that Chapter 4's dark world will be some sort of summer camp theme with a lot teaching and arts and crafts. Would also fit the "chapter 4 where everyone goes to the beach" connection Alphys brought up about the Mew Mew anime.

And that does actually tell me something useful. Because this letter isn't written in the way Gaster speaks at all, that tells me the egg man isn't Gaster. Or at least, not the same piece of him if he's really been "shattered across time and space" into multiple characters which idk maybe. But either way, it basically crushes the assumption I've been making that they were the same character. What I'm saying is, it's a very possible riddle and I already solved it. Well, SpookyDood did but I'm going to take the credit because I'm not afraid to make definitive statements.

I think I agree with you with the letter. Honestly I liked that Toby did this but I see this more as foreshadowing... I remember when in Undertale Dess and Noelle talking in the echo flowers had a lot of theories of who they were, and now after Deltarune chapter 02 we know who they are. Also, the Sans´s secret room is a complete tease of Deltarune. I think this letter is the same. We are going to figure it out who the eggman is, or who the author is in the next chapters, and probably in a way that is going to be pretty obvious. The red solo cup is like clearly one those people wear in marching band and it even walks like its in a marching band saying its a high fantasy is kinda stupid because having a feather on your head has like nothing to do with high fantasy and trust because write high fantasy the feather cap is more like a robin hood sort of thing also the Susie -> Juice -> Church connection is pretty weak
i think the letter is from the chapter 3 secret boss. It makes sense they'd be even more disoriented and aware of the fact they're in a game than spamton, if you look at jevil and spamton it seems each new chapter's secret boss will be more and more unhinged than the previous. I don't think the letter is gaster, so far everything we know about him thats canonically confirmed to be him is so ominous and threatening. It just doesn't fit his vibe overall

I think you are doing confirmation bias with your theory with the cup. I don’t think you should discount the idea that there might be a dark world at the Sadie hawk man’s dance or after it or before etc… Like just saying that that would make three dark fountains in the school is lazy, as there is nothing stopping a dark fountain from being in the school again especially with how we haven’t seen where that door to the left of the closet leads or the entire second floor, still plenty of new places to look at. Second, the dance could reasonably be a major plot point that is foreshadowed and bring in other characters like Noelle, Catti, and Jockington into a new dark fountain. Furthermore, the evidence you showed could just as easily apply to the dance as the church. Susie scooping up fruit juice could just be a fruit punch bowl at a party, which would match the cup. Not to mention, a bird themed dance makes the feather make much more sense to be on the cup than just writing fantasy setting. Feather apparel in those kinds of worlds are usually feathered caps or hats, and the sprite doesn’t scream fantasy world (not to say your theory is impossible, but that I would hardly call it more than speculation rather everything but confirmed)
I dont think a fantasy theme is likely for chapter 3 or 4. Its too similar to the royalty kinda theme in chapter 1, it could be fantasy and just completely different, but still.
Actually, this is interesting. Maybe Spooky Letter was written by Gaster/Eggman, and maybe he was trying to help Asgore. Asgore is one of the few people with a connection to Gaster, he may be researching soul traits with his flowers, and you can give him the Egg you get from Eggman. Asgore didn't get a Valentines, so maybe he's the one in need of help?
The "Spooky gaster letter" doesn't speak like gaster does. It uses "!", forgets things and isnt as formal. REALLY Doubt its Kris, Toby or fox. Definitely aint a future boss fight or the eggman. To me, from it all being capital letters to being goofy and loud... doesnt that sound like a certain missing skeleton? Yeah, this letter feels like something Papyrus would right. Especially lines like "Wash your hands and your coat, or wash your coat and your hands, not nessescarily in that order". Papyrus isnt exactly the best handwriter either. Maybe thats just a papyrus fan holding onto hope that their favourite character will appear in the game :P

Furthermore, the evidence you showed could just as easily apply to the dance as the church. Susie scooping up fruit juice could just be a fruit punch bowl at a party, which would match the cup. Not to mention, a bird themed dance makes the feather make much more sense to be on the cup than just writing fantasy setting. Feather apparel in those kinds of worlds are usually feathered caps or hats, and the sprite doesn’t scream fantasy world (not to say your theory is impossible, but that I would hardly call it more than speculation rather everything but confirmed)

I dont think a fantasy theme is likely for chapter 3 or 4. Its too similar to the royalty kinda theme in chapter 1, it could be fantasy and just completely different, but still.

Actually, this is interesting. Maybe Spooky Letter was written by Gaster/Eggman, and maybe he was trying to help Asgore.
Asgore is one of the few people with a connection to Gaster, he may be researching soul traits with his flowers, and you can give him the Egg you get from Eggman.
Asgore didn't get a Valentines, so maybe he's the one in need of help?
The "Spooky gaster letter" doesn't speak like gaster does. It uses "!", forgets things and isnt as formal. REALLY Doubt its Kris, Toby or fox. Definitely aint a future boss fight or the eggman.
To me, from it all being capital letters to being goofy and loud... doesnt that sound like a certain missing skeleton? Yeah, this letter feels like something Papyrus would right. Especially lines like "Wash your hands and your coat, or wash your coat and your hands, not nessescarily in that order". Papyrus isnt exactly the best handwriter either.
Maybe thats just a papyrus fan holding onto hope that their favourite character will appear in the game :P
