It was as a promotional album. Because the producers wanted Impressive Instant but madonna said no because of it being similar to the ray of light era..
One of the best songs from Music album is getting the attention that deserved 21 years ago. I'm very happy that #ImpressiveInstant finally got a video in the official Madonna UA-cam Channel ❤️

*Impressive Instant* [album version] was intended to be released as the fourth single from the album *Music* but Warner Bros, Madonna's recording company, wanted *Amazing* to be the next single.
Madonna felt that *Amazing* was similar to her previous single *Beautiful Stranger* (1999), and wanted the futuristic *Impressive Instant* .
In an interview with Russian channel Radio Monte Carlo 102.1 FM, remixer Peter Rauhofer explained that Warner Bros did plan to move forward with the release of *Amazing* _without_ Madonna's help since she was busy preparing for the *Drowned World Tour* .
They planned to promote the single with a music video created from the live performance of *Amazing* on the tour.
So what did Madonna do?
She _removed_ the song from the Tour's set list. 😁😁😁
Queen
A similar story with American Pie. The record label made her add it to the Music album outside the US. This was against her wishes.
The following year, as punishment, she excluded American Pie from GHV2.
But Impressive Instant was not on the Music album, unless Madonna planned to release it as a stand alone single after WIFLFAG. Releasing it would not have helped the sales of the Music album which was Warner Bros' main focus, cause the singles promote the album. However, I do agree with you that Impressive Instant would've been a stronger and edgier single than Amazing which did sound similar to Beautiful Strangers. Speaking of, WB totally messed up the US releases of Beautiful Strangers and American Pie by not releasing them as a single despite gaining massive airplays. Both songs could've easily peaked in the Top 5 or even at No. 1 on the Billboard 100.

Finally a promo video for "Impressive Instant" ... at time, it should have been released as 4th official single from 'Music" album, and we know that story WB wanted "Amazing" to be released ... The Peter Rauhofer remixes for "Impressive Instant" was all released on promo formats around clubs ... After 22 years later at least one of those remixes, gor it's recognition on "Finally Enough Love: 50 Number Ones"

The Days When Madonna Control the Dance Charts and Peter Rauhofer turned it out @ the Roxy in NYC. Those were memorable nights I will cherish. Will never forget the night Madonna came to the Roxy to promote the album COTDF and the line to get into the Roxy went down 18th up to 19th and wrapped around down to 17th. Sadly Peter is no longer with us or my Beloved Door Host who always walked me in no matter how long the line was, who has passed away too.
I was there. I can tell my imaginary grand kids I lived full interesting life 😂

I had the chance to see the Drowned World Tour in Milan from about the 6th row and I have to say the "big picture" of "Impressive Istant" coreography was really huge. Madonna always spends a lot of time about the release of her tours reprise videos but nothing is better to see them live.
