Personally I think 12” is too much for just brick , for blocks absolutely a 12” but I think a 9” even a 7” would be fine for brick , less damage on the wrist and joints

im up north a bit and in that situation we still put weepers at the bottom. reason being, its possible moisture can possibly make its way down to the foundation/first course of brick, in which it would be trapped.
