Been playing around with this effect for the last year and there are a bunch of different ways to get this kind of look, such as splitting colour channels between different layers, using gradient maps, or using a mixer brush set to all 100s and a hue/saturation adjustment set to 100% saturation with hue shifted 180° to paint on a new layer and make the colours go crazy, and also using smudge instead of liquify. Try using all the methods for some crazy experimental stuff.
