I give up! Got this a few months ago as a trade and can only get it to run on full choke, or by manually feeding it fuel (please see video).
It's a 1966 Johnson 9.5hp 2 stroke. Model# MQ-11C
I've painted and polished the hood, new decals, new lanyard style kill switch, new thermostat, spark plugs etc.
Has good even compression, pumps water good, shifts nice. Checked and double checked points etc. Has good strong spark.
Something going on with the fuel supply- I'm sure it's something simple I'm missing but I'm just OVER IT lol. Could be the fuel pump... carb been cleaned twice now.
Possibly trade/partial trade for a different small outboard? Non-running is fine. This is the first time I've ever messed with one of these older ones from the 60's so it's prob just my inexperience that's thwarting me...

clogged carb and/or faulty fuel pump. You have to take it ALL apart. The main jet is in the bowl; besides that, you should also check the channel hidden inside with a thin wire. Clean it thoroughly and blast it with carb cleaner/brake cleaner then blast it with compressed air. It has to be clinically clean or you won't get it to run. ABSOLUTE clinical!
Then synchronize the carb with the ignition and voila...it purrs along. :)
They're good engines and can troll all day long on a fishing tour. The carb is tricky though..
I see you sold it. For next time tho, I ran into carb problems on my 9.5hp. I cured it by removing the lower half of the carb, removing the bowl drain screw. I also removed the Welch plugs. (Get a carb kit it has new ones). Then I fished a piece of piano wire into the base thru the bowl drain hole. Also through the Welsh plug holes. You cannot remove the main jet on this carb. Then I sprayed Gumout thru its little tube into the drain hole (tube shoved in a ways) and watched for it spraying in the carb main barrel.
I also did the same with the idle needle passage.
In the throat of the carb barrel by the throttle plate are three tiny idle fuel delivery holes. I took a tiny wire and probed them until spraying carb cleaner thru the idle mixture hole resulted in spraying out these holes.
Lastly the float settings are finicky. You have to make the float sit perfectly level when the needle valve is closed.
If the pump wasn’t working after you squeezed primer and filled bowl the motor would start and run for 15-30 seconds then quit as the bowl emptied.
Since it was quitting right away at the start throttle position your main jet was plugged.
And it not idling your idle jets too were plugged
The jet in those carbs is in the bowl
Probably the line from the tank to the motor.
Those little o rings go bad and it will lose prime. Food for thought
You gave up, that was a bullet proof outboard when properly maintained, I have the Evinrude version same year , been put through hard service running beaver traplines and fishing rivers for 40+ years and still going. Somebody else stole it from you for whatever they paid you , about twenty minutes of work and it would have been fine. What a shame.

Did you solve this? If not, let me know. You said you cleaned the carb but did you actually remove the fixed high speed jet and clean it?
It’s amazing how a little carb cleaner. compressed air and a new expansion washer works for low idle.

Did you Sell it? Did you get it running good? If not there is nothing wrong with your 9.5 at video glance. Just needs minor dialing in put your mixture at 11/2 turns from closed and turn up your idle screw wheel on the tiller to run not to stall let it warm up.Your flooding it with gas and & it cant be adjusted normally initially. If it runs on its own with choke out it doesnt need gas poured in it. It could be blocked carb but maybe not. I have recent videos on these engines just did three of them one had a bad carb blockage in three places. Dont give up! Put new plugs in too NGKS B6S. Seems to run with choke in here and there in your video so doubt carb problem or bad fuel pump. First thing is mixture and get that in the 1-11/2 range. If it sneezes turn CClockwise 1/8th turn to it goes away when warmed up.Then adjust your mechanical idle screw to not stall. Maybe behind the carb on that model 1966 or thumbwheel on the tiller.
