i wonder if its compulsory for coastal cities in hurricane zones, to have hurricane resistance buildings and flood proof buildings to reduce weather dmg. like reinforced windows or building design that can do well in strong windows, like Dome shaped buildings, water tight doors at ground floor, to keep water from entering. sure beats paying to rebuild each year it happens.

No actually there wasn't "plenty of warning", Lake Charles or Calcasieu Parish waited literally until Tuesday to make the evacuations mandatory - which sufficed to say most people can't afford to "choose" to leave thus waited until it was official for them to get out of town. I was there on Monday night and all seemed normal (except the Casino's, they were proactive in closing) like a storm was not coming, on Tuesday I was back there picking up my mother after the mandatory announcement; this was a sh*t show from the start.
