It wasn't the worm gods that decieved the hive, it was the witness speaking through the familiar, it's also kind of implied that the witness would cause the godwsge as the pyramids are shown to have superweapons that manipulate gravity and titan was destroyed with a godwave.
I have a theory about why savathun did not forget her identity. The thing is, to be revived as a guardian, you need 3 requeriments: 1° Devotion 2° Sacrifice 3° Death Savathun had n°3, but no more. But maybe these three ARE NOT REQUIERIMENTS to be revived, but to forget your past. Not having a past, means you can be easily controlled by the traveler, since you don't know nothing, and the thing that revived you is going to be in danger, that means you are most likely to defend the traveler without questions Maybe Savathun was resurrected anyways because traveler wanted to get a powerfull ally agains the witness, even if he can't put her in his side fully loyal just because she knows her past. She forgets her plans, but not her own identity. Thats why she said "if we don't know were we came, how do we know where to go?" That would actually make sense because not every people can be resurrected by the traveler. Because he dont want to, just to minimize the risk of humanity being hostile at him.
I loved the campaign. Personally I think that The Traveler is not this all good being. I believe it is a self-serving god and people misinterpret it as the no wrong can be done good guy.
I’m not sure about that actually, the dreams of alpha lupi paint the traveller as a benevolent but naive god that truly feels terrible each time it has to leave a race.

[EDIT]: Slightly agree. so far for Years about Lore scenes, yet Most people keep choosing to Ignore those and keep reading more Mara Sov, Most Reef-born Awoken, Drifter, Warlords, Savathûn, Nine, etc's focused Lore sections.
Wasn’t the real revelation from the worm cutscene supposed to be that the Traveller always meant to choose the Krill to be blessed
Not only that, but the witness was the one that manipulated the worms to decieve the sisters.
