I think she meant it can be dangerous for little children as they can choke on it, but it is completely fine if it is not intended for really small children
Unfortunately, even though the safety eyes "lock in", they can still be pulled apart if a child is persistent in biting the eye and pulling it off. Sometimes it can get loose during rough play or when thrown in the wash. Some people try to make plastic safety eyes "safer" by hot-gluing the backs on while simultaneously locking them in. However, the safest way to go is to just avoid using plastic safety eyes. I have them for my little girl because she is well beyond the oral fixation phase of wanting to put things in her mouth, and she is gentle wtih her toys in that she doesn't bite/pull...so knowing her, I feel that it's safe for me to give her these toys to play with during the daytime while I am supervising!
