I heard there was a Townsville in Australia but the Townsville in the show takes place in America since you can see the American flags in the backgrounds and the fact it's an American show plus the settings are close to New York or Detroit but Australia has nothing to do with that. It's too bad we don't have cartoons like this nowadays.

He's just like any other citizen that lives in a city that's been attacked by criminals & monsters on a daily bases. At least the more realistic portrayal. After all, if this happens to you every day, you'll get used to it.
Even with the powerpuffs is a really dangerous and messed up town. XD But I could not live there, I would hate it to be turned into a dog... I hate dogs...
They are the Gangreen Gang. A group of thugs & delinquents that usually aim for the smaller yet big crimes such as graffiti, crank/prank calls, vandalism, and bullying kids and/or stupid looking people. The one with the sunglasses & greasy hair is Ace, the leader & smooth-talker. The skinny one with the long pointy nose & baggy shorts is Snake. The big fat one is (appropriately named) is Big Billy, the muscle of the gang & is a wet match in a dark cave. The short guy is Lil' Arturo, he's an Hispanic midget (despite his height, he's the same age as the others). And the hunchback one with the "special" eyes is Grubber. He's usually the most gross & most quiet one.

@rocketman5989 LOL, it's just a made-up place. But, as @JP above says, it may be the "real" Townsville which is in Australia: latitude 19 degrees south,longitude 214 degrees west(146.79 east). In one episode the Mayor names the city's coordinates: latitude 32 degrees north,212 degrees west(148 degrees east) - that'd match the above if it wasn't for the latitude, which instead puts it to somewhere in Japan. But in the show they explicitly say that is is in the USA.We also see it has a West coast.
