  • When the Institute for Justice filed suit against the so-called predictive policing program in Pasco County, Florida, the Sheriff’s Office issued a statement saying that their program is not “in any way, shape or form the ideals or implementations projected in the film ‘Minority Report.'" But in this episode of Deep Dive, we discuss the chilling reality of a program that targets residents for possible future crimes based on a crude algorithm, as well as the program’s myriad constitutional violations and IJ’s lawsuit to end it.
    Our lawsuit: ij.org/case/pasco-predictive-...
    Tampa Bay article: projects.tampabay.com/project...
    Host: Melanie Hildreth
Guests: IJ Senior Attorney Robert Johnson and IJ Attorney Ari Bargil.
    More podcasts: ij.org/podcasts/deep-dive-pod...
Hear about the cases, issues, and tactics advancing IJ’s fight for freedom-directly from the people on the front lines. Deep Dive with the Institute for Justice explores the legal theories, strategies, and methods IJ uses to bring about real world change, expanding individual liberty and ending abuses of government power. Each episode gives listeners an in-depth, inside look at how-and why-we do what we do.

As a retired, law abiding citizen approaching 70 with a completely clean criminal record, I find this outrageous and infuriating. The gradual erosion of individual liberty I’ve witnessed during my lifetime so far is apparent as we’re all like the frog in the pot. How far will police go to destroy a person’s life if you don’t bend your knee before them? We the people must insist that law enforcement intervene where crime occurs and not create criminals based on pretext followed by malicious prosecution. When a person is harassed to the point where his life and finances are ruined, there’s a risk of turning that person into a person with nothing to lose. A person with nothing to lose is a very dangerous person. The scariest part is that this POS sheriff feels completely justified in his abuse of power.

The keywords "predictive policing", "algorithm", "dystopian" really peaked my interest. I honestly was expecting this to be a case of a biased dataset being used to train an ultimately biased algorithm. We are going to have systemic issues going forward from people trusting these biased models more than they should. there's no "algorithm" for this kind of thing. there is such a thing as actuarial science- insurance companies use it to make their money- but first, just because there's this stuff called actuarial science, that doesn't mean the pasco county sheriff's office knows the first thing about that subject. and second, even if the sheriff and his buddies are practicing actuarial techniques to perfection... their actuarial science can only, at best, produce estimates of risk- it can't predict anything. and while it might be entirely reasonable for a private insurance company to, say, deny you a policy because of your risk factors, harassing citizens *who haven't actually committed a crime* over some set of risk factors... is a terrible abuse of power, at best.

It's really nothing new. Before technology, in the past police would just profile based on "how you look", and that may include your ethnicity/race, and they would just cast a wide net, and stop anyone that looked 'suspcious". It could just be a car bumper sticker, etc (my favorite is the man that had an ultimate frisbee sticker, and the officer accused him of having marijuana in the vehicle, just based on that alone). And it's very easy to find an excuse to pull someone over (not staying in your lane, failed to come to a complete stop, driving too slow for the pace of traffic, etc.). I am white, and have been stopped at least 3 times over the years, just based on suspicion. But that is 3 times in 30 years of driving and each time I was just out for a ride and in a very relaxed state of mind (no time pressure). I very rarely go out anymore. So I can imagine how oppressive it would be for a minority that lives in a city, and they might get stopped 3 times a month, just based on "suspicion"... imagine being late to work, or being late picking up your kid from school from this happening on a regular basis (and having to tell your boss, or school why you are late).

If you complain to the police about harassment or something; they say they cannot do anything about it UNTIL a serious crime is committed. As in only over your dead body will they actually step in.
So there is absolutely NO legal precidence in place with which Law Enforcement has any right to prosecute BEFORE a crime is committed!
If someone is suspected of 'heading down the wrong path', then they should implement interventive assistance to course correct their behaviour. NOT punish them regardless of a crime actually having been committed!
But, our system is constructed on ways to generate money; not helping society. Our prisons are already overcrowded. Innocent mixed with minor & serious offenders. Our punishment system is out of control & little to nothing is done to help society.

One time they pulled me over and informed me they had an anonymous phone call telling them I was involved in terroristic activities. I actually laughed at them. The Tampa Bay article linked in the description provides a good summary of the situation. Frightening abuse of authority by the sheriff. Even more so because HR sees nothing wrong with it. Gestapo tactics didn't end well before, they won't end well here. And unfortunately the sheriff will likely be able to walk away with no consequences after something terrible happens. Disgusting and so preventable.

This is disgusting. Short story I'm from Crossville Tennessee my brother was married got separated got a lawyer starting paying child support went to court got visitation rights. On pick up days the mom wouldn't show up. Note she lived in county next to us this will come into play. So we went to our sheriff office they said the only thing they could do is work with fentress county sheriff to serve her with obstruction of court order. Problem was fentress county wouldn't work with Crossville sheriff because they couldn't find out where she lived. Told us if we could find out let them know. One rainy day after work I worked in the county she lived in. I seen her mother so I thought oh I will follow her maybe find out. Long story short I was 4 cars behind her made no contact with her
Whatsoever 10 miles later she pulled into fentress county sheriff department. I turned around headed home. 2 months later
Police show up to my house arrest me for stalking I had never even had a parking ticket record was clean my life changed forever had to hire a lawyer miss work I hadn't missed a day in 2 years. Case was dropped the Fentress county Judge was so upset said the case was unbelievable. For 10 years that showed on my record. The Sheriff in this case was my sister in law uncle and that tells the whole story. My heart goes out to these people

Congress legalized the endless torture of US citizens when they passed The War Commissions Act. If you want to challenge that psychotronic torture, you'll be rebuffed by assertions of National Security. The burden is on the moving party to prove party in interest (standing, ripeness). How will a citizen investigate without resources? Isn't that what the worthless punk DOJ-FBI is supposed to do?

Another example of someone sitting in jail for something they didn't do and then pleading guilty so they will be released. I met several people in jail for all sorts of crimes who pleaded guilty just so they could leave jail. If they didn't plead guilty they were threatened with at least six months in jail. Can you imagine, some guy arrested for being drunk in public and then sits in jail for six months?

I believe that this type of treatment is only marginally acceptable if the person targeted was on parole or probation. Never heard of something like this happening to a regular citizen. It doesn't matter if the person was arrested in the past. If the person isn't currently under court ordered supervision this is illegal.

This situation doesn't require a lawsuit - it requires a RICO statute investigation, and a major crackdown by the DOJ. The LEOs that have any responsibility for this program need to be in federal prison for the remainder of their lives for the protection of the people. Forcing taxpayers, who in this case are clearly sheep, to pay a lawsuit settlement will do nothing to stop this program. In fact putting a lawsuit behind them will empower them to use it more aggressively, and begin replicating it nation wide. You can ask the DOJ civil rights division to investigate this situation via mail, phone, or online form at civilrights.justice.gov/.

So another case of life imitating art... aka Phillip K Dick’s novella ‘Minority Report’ later turned into a Spielberg movie (starring Tom Cruise) of the same name... Yeah, the story/movie ended with horrific and bad outcome. I predict (pun intended) this type of ‘future crime’ policing will also. What will be next is George Orwell’s ‘Thought Crime’ ....

Yup that's what I just said. SO this is basically Tom Cruise and 'Minority Report' 🤔. How is it after starting to see a pattern of police harassment no one has a camera or recorder at the ready and how is it NONE of these homes have security systems where we can see repeat harassment by cops. Like half this shite sounds straight science fiction and half pre WW2 G3rmany, so how is it tjdi channel or anywhere else isn't showing 24/7 feed of police harassment maybe they need to to keep an ACTIVE running log like the police do might as well get as many eyes as you can and dedicate some of this channel to citizen watch or citizen ousting 🤷.

I can tell you straight up that thought crime is here. Look into the Church hearings from 50 years ago and the testimony of it's use by store owners for prevention of shoplifting and clerk theft. It is very real and some of the very worst people are using something as simple as an app on a phone to interpret your eeg signals. Throw in stingrays with complete control of your communication devices, microwave technology that "beats",(akin to cochlear implant technology transferring vibration from your skull to your inner ear) thoughts into your head, and policing turns into God status in the minds of the uninitiated. How many times have you heard that voices in their head have led people to commit heinous acts? People must absolutely become aware that not all of your thoughts are your own. Be true to who you REALLY are in all of your thoughts and deeds.

I raised my sons in the 90s and if I were raising them in Pasco county today my kids would have been on the Pasco county's 10 most wanted...LOL. Raised by a poor (but educated) single mom, all 3 had run ins with the police and were incarcerated at some point or another. All three ADHD. Now they are grown. One is a desal mechanic, one a Navy Seal Chief and my baby is a hard working, independent and all around honest good guy. And they turned out that way DISPITE a system that was supposed to help them find their way...by penalizing and harassing them, as well as their Mom, at every opportunity. My children are a prime example of men who fit the parameters of the Pasco County's definition of a "prolific offender" and just grew up to be men I could be proud of.
