I live in sikkim, and as you mentioned about organic sikkim, yes it is there but not sufficient. So we are still are dependent on fruits and vegetables from outside the state. But it is sufficient for the farmers, and their village, also they sell it for good price.

It is deficit budget. Delhi government does not spent on police, land and law and order. These are control by central government. Delhi government does not give easily budgeted amount to MCD as budget is distributed by them and civic condition is poor.
