It's a series of bullet hell games that are extremely popular thanks to its creator Zun being very open to fan works such as these and even monetized fan games with only a handful of rules stipulating how his characters are used.
The replacements for the two heavies are the two main protagonists typically seen in Touhou games: Reimu Hakurei (the girl wearing the red and white dress and is a Shrine Maiden) and Marisa Kirasame (the girl wearing the black and white dress and is a witch, hence the hat). The two of them are best of friends so them together makes complete sense
