Recently gotten him from the 9th Anniversary Miracle Gacha, and Diabolical Devil's Leg Cat was look stunning especially his demon tail and pointy leggings.

Ironically, it would appear that surge reversal has done less to nerf Dasli, and more to nerf Manic Eraser Cat.
It's the same thing with Kappy Sr.
He already has surge, so your entire lineup will likely be surge immune, so there's literally no point in counter surge.

Brainwashed Macho legs gets hit with the stray bullet that is the attempt in Surge counter to combat Dasli. Though level 4 surge on a stackable unit for 2.6 seconds compared to debatably best waifu, Fabulous Pasalan's 5.3 with level 8 surge is nothing to scoff at.
The hardest part is actually drawing Bgross from gacha

At least you have a chance to get a legend rare from almost any banner.
But for BW cats, you have to constantly seek them out.
They are super rare, but normally limited super rares gain an increased roll chance. The chance to roll specifically a BW cat is less than 1%, which is comparable to the legend rares you mentioned.

The unit is Goat, the TF is just Goatx3
It's only real issue is the existence of Surge Reflectors and Surge Immune enemies limiting where you can use it. In every other situation, it's a top 10 Super Rare.
