CW I was called that way for a different reason: it was a war all right, but it could/would not be actually fought, due to the apocalyptic nature of nukes, especially strategic nukes responsible for bipolar deterrence stability. Short of actually firing up our triad of weapons systems, we were at war, in order to maintain credibility. CW II is a tripolar war right now, but it could reorganize as bipolar again, under a (now arguably incipient) russo-chinese coalition. The fact that a Cold War is "cold" because strategic nuclear are not used does not detract from the war-like nature of the conflict. It remains a useful concept distinct from albeit not unrelated to an interwar period.
